Does one need an iPhone number and an Apple computer to sign up for FaceTime?

Does one need an iPhone number and an Apple computer to sign up for FaceTime? My friend only has the computer and one sign up piece of info when searching stated to assign the two types of devices. Thank you.

Yes need an apple device Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support

You and your friend can download skype, google hangout etc.
