You have to use the balance first if you can't use all of it, you can get help from Apple support.

And you also can contact iTunes worldwide support via text or chat using this link https://support.apple.com/choose-country-region/itunes. Choose your country. At the bottom of your screen use Tell us how we can help to select among support options. You should be able to get telephone or chat support.

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
