I found an Apple Watch series 3 on dump in my appartment.
Its working, but I can`t do the configuration because is lock with another ID Apple.
What can I do?

Turn it over to the local police. There's no way for you to trace it to the owner. And Apple will not help you. It is useless to you or anyone else.
