It appears that you have a 2012, 1st gen iPad Mini.
If you are trying to update the iOS of this iPad, you need to know iOS 9.3.5/9.3.6 is as far as that iPad Mini model can go.
Yeh, I think you are right. I had the IOS 9.x.x on other one and doesn’t upgrade to higher ver. On second ipad( the one in this discussion) doesn’t show any ver. Just keep working ( u know the busy cursor)
