I am cleaning my iPad for another user How do I stop access to my iCloud photos without losing them on my MacMini and iPhone?

If you are preparing you iPad for use by somebody else, you simply need to follow this process:

Following this procedure will remove all your data and credentials from the iPad and remove all links to your AppleID/iCloud Account - without affecting your other devices or iCloud data.
