I have set up a new Apple ID but my Apple Watch is still linked to my old Apple ID and has an activation lock

I have forgotten my password that was linked to my iPhone which I lost on the 31/12/2019 and due to that I forgot my old Apple ID so I had to make a new one. I have set up a new Apple ID but my Apple Watch is still linked to my old Apple ID and has an activation lock now is there anyway I can unlock it without knowing my old password? Or will I wait to Apple stores reopen

No there is not a way if you don't know your old password. And see:

This document says “without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.” 

 

So, you will not be able to solve your problem unless there are extenuating circumstances. Still you can try to do so using the support options below. Be ready to provide any additional information to Apple you think may be pertinent e.g., the receipt for your purchase of the device with its serial number on it or the existence of a court order instructing Apple to assist in the provision of access to a decedent’s information from the deceased person's accounts (see How to request access to a deceased family member's Apple accounts https://support.apple.com/en-us/HT208510).
