Animated GIFs not animating when pasted in from one of a number of GIF Keyboards

I have noticed that when i paste an animated GIF from a GIF Keyboard into a conversation, be that iMessage, Whatsapp or any others, the start image pastes but the GIF doesn't animate.

Any ideas what might be causing this?

I am reasonably sure this has worked well in the past, but i can't say for certain if this every worked since i got my iphone 11 - i am on IOS 13.3.1

I should add that if i use the actual GIPHY keyboard, it seems to perform a copy and paste action and its at the point of pasting, but when i use iMessage on my ipad i actually get to see a GIPHY icon without going into the keyboard and when i use that, the selected GIF goes directly into chat and works perfectly.
