Apple TV remote doesn’t work with other Apple TV

I want to ask how to connect other Apple TV remote with Apple TV 3rd generation

iPhone 11, iOS 13

I tried several time by pressing menu and volume up button and unplugging. But it still doesn’t work. Don’t know what to do as there nothing happening .... Apple TV blink on remote button but doest working or showing anything on Apple TV display
