Can’t see the “Share” option at all on folders

Hello! I’m simply not seeing the “Share” option on folders in the Files app, either on my iPad or my iPhone. The person who I want to have a shared folder with also can’t see the “Share” option when tapping and holding on a folder they own.

How to troubleshoot?
