Thanks for using Apple Support Communities! I see you have a question about making a frame in a video a photo and I would be happy to help.
I was able to find these steps in the Photos User Guide, however, I was able to test some steps and you can do this. Here's how:
Double click on video in Photos app
Stop video on frame you'd like to have as a photo
Click on the gear icon in the player controls to the right
Select the option "Export frame to pictures"
Open Finder
Click on Pictures in the Sidebar
You'll see your photo as a .tiff file
Click on file to highlight it
Click on Share
Select Add to Photos
Voila! Picture is now in Photos!

Thanks!! I made it through “ecport frame to pictures” but didn’t know where that meant, so I was looking through all my folders in Photos. Opened finder/pictures & there they are!!!!
I don't find a gear icon for the video on my iphone X. I was able to reduce the video to 2 frames but it is still a video and it stops on the 2nd frame. How do I extract the 1st frame to a photo?
