do the preloaded apps on 6th generation iPad include the files app?

The Apple Files app is a preloaded standard part of iOS and iPadOS, so it is available on all current and recent devices. It can be deleted however if you do not wish to use it.
It is a preloaded app on the 7th gen so I presume the 6th gen as well.
Use the Search function in the Apple App Store. Just search for “Apple” to find all the installable Apple Apps.
