I just purchase an iPhone 4 from a friend and I restarted the phone. Since then I have not been able to activate it with my icloud account. Please I need help in order to activate it. Thank you.

You need the correct Apple ID that was used to lock iPhone.
You cannot use any other Apple ID. Give it back to your "friend".
