Ignoring extenuating circumstances, activation lock can be turned off only by entering the correct Apple ID/password combination. Call Apple Support:

By calling Apple Support, and having the Apple Rep reset it over the phone.

While on the phone with the Apple Rep, attempt a trial login, just to be certain all is set.

• Proceed from there as necessary

When calling Apple Support, have a copy of the original purchase receipt with the serial number on it available.
