Pictures issue

I have a large amount of pictures that are no longer on my phone and are not on iCloud. Many of these are of my kids which I don’t want to lose, how can I find out what happened to them and how can I get then back?

How do you recover permanently deleted photos? So my little brother got on my phone and deleted some photos, and that wouldn’t be a big deal but he deleted them from “recently deleted” aswell. So I technically can’t get them back, is there anyway at all that I can retrieve them? Like from my iCloud or something?

Please help I lost all of my pictures! Ok I have deleted all of the pictures from my child’s iPad which therefore deleted them from my phone and my iCloud account because I also deleted the recently deleted file!! Is there anyway I can recover them from being permanently deleted?!
