I don’t know why, but I have NEVER been able to use screen recording. I do have Screen Time, but I don’t think there’s a restriction on screen recording. If I go to the Control Center, the screen recording button is grayed out. (see the screenshot I attached)

Yes, there is a restriction option in ScreenTime. Check it.
Settings>ScreenTime>Content&Privacy Restrictions>Content Restrictions>Screen Recording (the last option at the bottom) that should be"Allowed".
When done, restart your iPhone, then test it.

Another part of your problem is the fact the iPhone is in Low Power mode, and you are only registering 14% battery. In that state, many functions are temporarily suspended to save battery power. You need to charge the phone.
Now I really need this feature because for my ZOOM meetings, to screen share, it requires screen recording. PLEASE HELP ASAP!!!!!!!!!!!
My phone play music at random all the time in the background you cannot hear on the other end but I hear they play music at Random

Yes, it was in Low Power Mode when I took the screenshot, but it does this even when it isn’t. Thanks for your comment though.
