To clarify, nice and simple, you have two (2) alternatives.

1) Connect your iPad to a PC (with iTunes installed).

2) Connect your iPad to a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).


You cannot use a Chromebook or other type of computer. The recovery process only works with a PC or Mac.
