How about following the instructions in this article by Apple ➔ How to Force ReStart your iPhone . Once you have Force ReStarted your iPone then try to purchase iCloud storage again. If that does not work then I recommend that you contact ➔ Apple Support as stated on your screen.

I found out what the problem was. It had to do with my payment method that I have assigned in the settings. I’m using PayPal and for some reason it couldn’t verify my Paypa account from my phone. But I removed it and put a new one and now it worked.

At first it closed the settings app, then after many attempts I got a message that says “Currently unable to complete this transaction. Try again later or contact Apple Support for more information.”
