Problems calling other people

Hi! My grandma has a problem with calling other people from her iPhone 7. There's no problem when people call her, she can answer the phone, but the problem is when she tries to call other people - she's somehow being denied calling them. What can be the reason for this?

If you are unable make a call or receive; If you can't make or receive calls on your iPhone - Apple Support
