why does Photos not use the current people profiles when I name a person who has already a profile in my albums, but makes new people. Which means I have now multiple "people Profiles" with my sisters name (the same) and with more people?

You can merge them by dragging one in to the one you want it to be known as. You will be asked if they are the same person. A yes response merges the two.
When you go go add a new name do you get a list of names available as you begin typing? It gets the names from your Contacts list.
