Resetting iphone

Hi everyone, I was wondering if you can help, I was bought a second hand iphone for my birthday (I believe an iphone 5c) but it was locked when it was given to me. Is it possible for me to factory reset the phone without having the previous owners apple ID? I do not have a laptop but could borrow one if I could reset it that way? But I have been advised I need to know the I.D of whoever had it before me?

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled

EDIT:

If it's activation locked, you cannot do much other than contact previous owner to remove it from the device.
