I apparently deleted the Apple program that allows me to transfer pictures from my iphone to my microsoft picture gallery on my desktop. I know I can use icloud, but that doesn't put them in my picture folder. I need the program that I once had that allows me to put the photos where I want them. I pay itunes every month.

Most likely you need iCloud for Windows app. If not, most likely you've downloaded them from the device itself through Windows Photos app.
