iPad Mini is Disabled

My iPad mini is disabled. When I connect to computer/iTunes, it says please respond on your iPad to allow access, but iPad says connect to iTunes. Help?

Follow the directions in this link exactly --> If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
