No Service. Network Error

My phone is showing no service, under network it says that an update is required to use cellular data on this phone. It is updated and cannot be updated further yet it still says error.

You have an iPhone 7 with iOS 13. You also have no service. Please check to see whether your iPhone 7 qualifies for the ➔ iPhone 7 Repair Program for No Service. Thanks.
