Iphone Frozen & Itunes will not open without a cue from frozen iPhone

Hi! I'm unable to restart/restore my iPhone with iTunes because iTunes will not recognize my phone until I "To allow access, please respond on your iPhone"...which I cannot do, because it is frozen, so I cannot open iTunes to restore my phone. How do I get around this? Thank you!
