whenever I go to touch the screen of the iPad with the pencil it moves around. I don’t know if that’s a good description or not. Is there a way to remove the tip of the Apple Pencil or would that break it how do I tighten the nibs so there’s no gap in between it and the actual pencil?

The Apple Pencil’s plastic tip can simply be unscrewed to replace it, or if it is loose, it can firmly tightened. Don’t use tools as this may crush or damage the delicate internal sensor, just use your fingertips.
