voiceover won't turn off

i don't even know how it turned on. but nothing will turn it off. the "enable voiceover" checkbox is unselected. i've tried clicking it and unclicking it, and i even get the "turn off voiceover button." if i press it, nothing happens--except once when it showed a big black message box saying that it was off. the voiceover utility has "mute speech" checked in the voiceover utility.

MacBook Pro 15", OS X 10.10

well, they escalated me three times bc everyone was stumped. finally, the third-level guy said that he needed the engineers to have a look (i know), and i needed to call back to speak with them (their line was down for maintenance or something like that). and i just haven't had a chance to deal with it since then. so yeah, just not using that computer right now. (fortunately, it's my personal, not work, computer.)

i did.

after three weeks and many hours on the phone (and many more hours of not being able to use that computer for anything requiring sound), i finally reached someone named patrick, a "senior adviser" with support, who had me quit all applications, force quit system preferences, relaunch finder, close all finder windows, and then test it. something in those three steps fixed it. fingers crossed that it lasts.
