I can't delete this app but it is also not downloaded

I had the twitter app in my phone for a while last night I wanted to delete for opening some space on my phone. After deleting it I turned my phone off and on and I noticed that the twitter app was there but with a white skeleton image instead of normal twitter logo. When click on it, it doesn't open. I went to iphone storage from settings and the app it not listed there. I opened apple store but app is shown as downloaded and it says open instead of get. Now I can't download it since it only says open and when I click on it nothing happens. Any help?
