My father in law has an iPad, however due to his cognition he does not remember his password to his Apple ID

My father in law has an ipad, however due to his cognition he does not remember his password to his Apple ID and nor does he remember his password to his email account to restart password. How do I sign out of his Apple ID to restart IPAd and login with a new Apple ID?
