Unable to resume a download in Safari

I have been using Safari on MacOS for several months, and I found that I cannot resume downloading a file after I pause it. Even if I right click on a paused download and literally click "resume", it just downloads from the beginning. It has nothing to do with the server side configuration, as I have no problem pausing and resuming with Chrome for exactly the same files.


I am using Safari Version 13.1 (15609.1.20.111.8) on MacOS 10.15.4 (19E266).


Is it a bug or is Safari designed to work in that fashion? (Maybe they should rename "Resume" to "Restart" in order to match "Stop" ? Yes it is called "Stop" instead of "Pause"...)

You did a good job isolating the issue by testing this in Chrome as well as Safari. To verify, does this happen in safe boot or a new user account as well? Test in both using the steps from this link:

Check to see if you have any plug-ins or extensions that could be causing this:

Thank you for your reply. I created a fresh account, entered the safe mode and disabled all the Safari plug-ins and extensions. However, the problem still persists. I tried using Safari on iPadOS to download the same test file, and surprisingly Safari on iPadOS has no problem resuming the download. It is hard for me to believe that MacOS Safari has no bona-fide "resume download" feature while iPadOS Safari does. So it might be a bug for MacOS Safari?


If you can also verify the problem on your machine, I will appreciate it if you could submit a bug report (if you have a developer account), a feedback or any other kind of communications that help escalate the issue to the Apple engineers. I submitted one earlier, but a single feedback from a not-so-important user may not be that helpful.

I noticed the following errors in console whenever I am downloading a file, which I suspect might be related to the failure to resume:


error 23:16:00.720670-0400 Safari Could not set download fraction completed attribute with POSIX error code: 2


And when I try to resume a paused download, there is the following error:


error 23:17:00.733613-0400 Safari WK2 download: cannot resume download, reloading


I will appreciate any idea about what might be wrong!

I’m not running any vpn and I tried uninstalling the anti-virus program but it did not solve the problem.


An incomplete list of things I tried (but none of them solved the problem):


Quit Dropbox: nothing happened

Uninstall Norton and disable system firewall: nothing happened

Decrypt FileVault: nothing happened (always encrypted by T2 security chip anyway)

Download file into an exFAT usb drive: nothing happened

Download file into an HFS+ formatted usb drive: nothing happened

Grant many apps whole disk access (including Safari): nothing happened

Use iphone hotspot instead of home WiFi: nothing happened

Create a new MacOS account and boot in safe mode, and also disable all Safari extensions and plug-ins: nothing happened


I know I can work around the problem by using Chrome, Folx or any other download manager. But I am becoming obsessive as I don’t want my Safari to have such primitive problem lingering around...
