I have a 2019 MacBook Air and I was reviewing the files on my Mac. When I went to about this Mac and clicked on storage I saw that "photos" takes up 17.2 GB. Any way that can be stored in iCloud and not on my Mac?

Not directly. If you turn on iCloud Photos and Optimize Storage in the Photos preferences, it will move some photos and videos to the cloud if you are short on space.
You would need an iCloud plan that could handle all of your photo library (at least the 50 GB plan).

I didn’t even know but my dad had purchased the 2tb iCloud plan a long time ago.
