Most likely the volume is either damaged and needs repaired using Disk Utility First Aid, or the volume is Filevaulted and needs to be unlocked. It is also possible there is an issue with the drive or the optical drive bay cable/controller.

Within Disk Utility click on "View" and select "Show All Devices". Select the physical drive and try to repair the drive using First Aid.

Try connecting the drive externally to see if it will mount as this will tell you if there is an issue with the optical bay's SATA controller or cable.

I agree with @leroydouglas that the SATA cable for the drive is most likely defective.

However, this drive is also nearing its end of life as evidenced by the high "Load Cycle Count". The high "Load Cycle Count" occurs because the drive is being put to sleep and wakened too many times. This is a common problem for internal hard drives under macOS. The closer the "Load Cycle Count" health gets to 1% the more likely you will see performances issues with the drive. Even if you get the cable issue resolved I personally would be careful using this drive as it won't be long before it will be just worn out.

Seems like you most likely have some type of hardware issue. Try using another cable and port on the computer. If you are using USB hub, then connect the drive directly to the computer. If you are connecting the drive directly to the computer you could try using a powered USB3 hub.

The hard drive itself (or the drive enclosure) may be bad. You can check the health of the hard drive by running DriveDX. You will need to use a special USB driver so DriveDX can communicate with the external drive. However, not all external drive enclosures will allow the necessary communication even with the special USB driver. Post the complete DriveDX report here using the "Additional Text" icon which looks like a piece of paper.
