There is an important distinction between 2nd and 3rd generation for restoring: one of these must not be separately powered, while the other model must be powered. See link below.

If you have macOS Catalina (without iTunes), then the connected Apple TV would appear in the sidebar of a Finder window, instead of iTunes. The rest is the same as in the link.

That sounds like the Apple TV's firmware has been corrupted. Please restore to factory settings and try again.
