that enables someone on iPhone to “FaceTime”,.. but include text/subtitles to communicate from their end to me?
that is.. I can speak within my FaceTime environment to him,.. and he can enter text from his FaceTime environment that I can read

Welcome to the Apple Support Communities. I understand you want to be able to send text through the FaceTime app itself. I'll explain.
You can only send audio and video through the FaceTime app. Sending text is only handles through the Messages app. There are no other settings or features that can control this. These links will provide what you can do with each of those apps to see which best fits your needs:

There's an iOS update for iPad and iPhone.
Ask your friend also to check it out.
FYI: Texting in FaceTime is not supported.
