I need to change my country from the app store
They are telling me to spend all my balance before i can i can change store but i only have 0.59$ and cant spend it on anything

You could purchase something of value greater than or equal to the amount of your store credit or ask iTunes Support to zero out your account balance using this iTunes Support Form https://support.apple.com/en-euro/itunes-contact
