If its been more than 14 days since 2FA was activated, no, it cannot be turned off.
But you should not need to turn if off. What is happening that makes you think you need to turn it off?
What are you trying to do on your iPad with iOs 10.3.3 that requires you login in and authenticate with 2FA?
Why can't you authenticate with 2FA on your iPad?
Ramzee209 gave you a succinct and accurate response. Sorry, but after 14-days, 2FA cannot be disabled.
As this is a back-end security measure, implemented in Apple’s Security Servers, there isn’t an alternative solution.

Apple may tell you the same thing everyone else has already told you.
IF it has been more than 14 days since it has been activated, it can't be turned off, if it still witin the time limit refer to the email you received to turn it off.
So I can’t do anything about it?
