Apple ID does not support 2 factor authentication

I’ve tried multiple times to get Apple Cash to work but it tells me my Apple ID does not support 2 factor authentication

iPhone 11, iOS 13

Certain accounts not listed in the exceptions in article donv posted have trouble enabling 2 Factor Authentication. Contact Apple ID Support.
