I click the update now button. the MacBook pro does an auto restart cycle, and then I check for update status and it tells me the version is still available for install. Rinse and repeat! Why is it not installing as normal?

You do not say what exact Mac /model /year /size /retina /TouchBar is this
or
what exact macOS you are currently running?
Update or upgrade?
If this is the 10.15.4 update only you can download it directly to your mac.
Combo update macOS 10.15.4 https://support.apple.com/kb/DL2037?locale=en_US
Then reboot into SafebBoot mode, log in and launch the update.

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache.
