You can only restore a new device with a backup from your old device.

If you were using iCloud to back up your device, yes. You can restore from iCloud.
If you were using some other means of backup such as the iTunes app on macOS or Windows, you will have to restore from that.
Your purchases and subscriptions are tied to your Apple ID, and accessible across all devices associated with that Apple ID.
