How do I save the changes in preferences after unlocking and turning on the camera and the mic?

Based on your post it sounds like you want to make sure the changes made in your Security & Privacy System Preferences settings are saved as expected. Is that correct? I believe I can help.
You’ll want to make sure you’re using the Lock feature in the bottom left-hand corner of the System Preferences window. Take a look there while in Security & Privacy > Privacy.
You can unlock to make changes, and then enter your administrator name and password. At that point you can lock it back once the changes are complete to save.
