I'd like for the WiFi in my house to be off at night when I'm not using it. I'm trying to use the Shortcuts app to create a workflow that will do that when I tap the Shortcut it when I'm going to sleep. Has anyone successfully done this? Is it possible?

The AirPort Extreme is a very basic, no frills type of product with minimal user controls, so it is not possible to do what you want either from the AirPort Extreme or from a separate software application.
The simplest solution might be to connect the AirPort Extreme to an electronic timer and have it turn off at say 11 PM and turn back on at 7 AM.

The timer will probably double the life of your AirPort Extreme. Even if you could do what you ask with the iOS app.....you can't.....the AirPort Extreme would still remain powered up, even though the WiFi signal would not be broadcast.
Also not sure if you were aware that if you turn off the WiFi on the AirPort Extreme via AirPort Utility, when you turn it back on, you must re-enter the network name, security and password. There is no simple WiFi on/off function at all in AirPort Utility.
Thanks - I was hoping that the Shortcuts app in iOS 13 was powerful enough to allow me to simulate actions (taps) in the Airport Utility App; alas, seems to be no dice.
