Apple Business manager-Itunes stores is currently unavailable

Hello,

We have an Apple Business Manager account to manager a small group of iPads on an MDM. I signed into the account to updated our VPP token and when going to Apps and Books the error "Itunes Store is currently unavailable" pops up despite trying different browsers and PC's. Anyone run into this before specific to Apple Business Manager? I would call support but it seems support for the Business Manager is hard to define when trying to use their automated system.
