app reinstall

what does it mean when an app says installing and you already have the app? in my setting auto download is off???

Perhaps you enabled that option in Settings>General>iPhone Storage>Offload Unused Apps

or in Settings>[your name]>Itunes & App Store>Offload Unused Apps
