Icloud photos downsizing my 1080P videos to 720P - how to stop?

After recording video on my iphone 8plus in 1080P, I use icloud photos to access it on my HP laptop running the latest windows 10, however, it reduces my video to 720P. If I email my video instead, it's in full resolution. Google drive is a pain as an alternative. Is there any way to change the setting or any ideas on the best alternative that requires the least amount of interaction?

Videos stored in Shared Albums are downsized by design.
