How can I remove original owners iCloud if I don’t even know who they are

You can't. And Apple will not help you. You ran into Activation Lock, an anti-theft measure that cannot be bypassed. The device is useless to you or anyone else. If you cannot get a refund, then dispose of the device properly. To read more, see:
