Restore from iCloud stuck on Books

I purchased a new ipad and restore appears to be stuck on Books. My icloud in Settings says I cannot sign out because the device is restoring media. It has been 2 days now and consequently my new ipad has not been able to back up to iCloud yet. I say Books because everything else has downloaded seamlessly, but about half of my books show a generic cover and do nothing when I tap on them. They have the circle download symbol next to them like they are waiting for download to complete. Is there anyway to tell if it is actually still downloading or if the restore has stalled? I do have alot of books, but 2 days seems excessive. I have NOT tried a restart, stop restore, or anything else because I did not want to create unintended consequences by doing the wrong thing! I would appreciate anyone's thoughts :) Thank you.
