Apple News App Disappeared

My news app just vanished from my home screen. It does not appear on my list of apps in the “settings” screen. I tried to download It from the App Store but it only gives me the “open” feature which would mean that I still have it. When I click “open”, I get this restriction message. I have tried to turn off restrictions on “screen time” and turning off “screen time” all together and resetting my phone with no luck. Any further suggestions?
