Does Safari work when booted in Safe Mode?
Any add-on anti-malware, add-on anti-virus, add-on cleaner apps, add-on VPN client apps, add-on ad blocks, or add-on firewalls in use here? Those can insinuate themselves into Safari network connections, and some have caused issues.
Look into the Free LibreOffice, it handles MS Office files…

Two More Thoughts:
Visit that link... See if you have a device compatible with this (Up to 10.13). If so, I’d go about using it. It might be a different device you’d use, but try it and see if you’d be able to get done what you need to get done.
Use a Virtual Machine, and then run OpenOffice or MS Word off of that, while your macOS is running itself in the background. Virtual Machine Programs are VMWare Fusion and Parallels. Basically, it is Windows-in-a-window.

Rid of this Security Software - use the uninstaller, as just dragging-and-dropping it into the Trash will result in temporary files to lay about your Mac, and be inaccessible.
Security Software just gets in the way on a Mac, and this is a pure example as to why and how.

It didn't work, but I did upgrade to Catalina and it solved my problem. Unfortunately, Catalina will not support my beloved Word 2008 program--which I love as I am a writer, and not working in an office with time to fool around with multiple menu bars and other unnecessary hassles in the new Word...

I’ve been using Scrivener for that.
Just the same Sophos Anti-Virus I've had on for years, and MacScan 3.3. This happened after I installed two security software updates for MacOs High Sierra.
Try Safe Mode. Also remove Sophos, and try again. Add-on anti-malware is a very good potential culprit, here.
I tried it but it didn't work well for me. Apple's Pages are extremely simple, but that may be the way I have to go, eventually.
