Migrated to new MacBook Air and can't access keychain passwords

My new MacBook Air (yay!) arrived earlier today, but I'm having a problem.

Background ... my MacBook Pro was using 10.15.4 while the Air came with 10.15.3. After a couple of false starts, I updated the Air to 10.15.4, and fired up the Migration Assistant on both computers.

I started out trying to use Migration Assistant over my local wifi, but after 30 minutes of nothing happening, I quit, restarted and used my Time Machine back-up instead. It appears that all my files and applications were brought over, but I don't seem to be able to access my keychain:

  • FileMaker wants me to reenter all my passwords.
  • Safari doesn't remember any of my passwords.

Do I have to re-type all my passwords?

This was just one of several problems I had. I decided to try a clean install of everything (Catalina plus a from-scratch Time Machine) and all is good now. I don't know what was corrupted, but I'm going to guess that initializing from Time Machine was the problem.

On the other hand, it appears that I will have to reenter most of my passwords. Annoying, but not a huge problem.
