Unable to Activate iPhone 7

After a factory restart, my phone 7 says that it requires an update in order to activate. I've already done all the updates before starting this process (done while troubleshooting why my phone stopped sending and receiving calls/texts, "No service"). Shutdown is my only option. Please advise.
