I’m trying to set a second iPhone without SIM card to make calls as if it was an iPad in the same WiFi network as explained in
“Make and receive calls on your Mac, iPad, or iPod touch“
I can receive call’s but only make FaceTime calls . is there a way to do it?

At the very least, you must activate the phone suing a valid SIM. Once activated, you should be ale to use wifi if you have a service that supports this. Carrier's that support wifi calling may not support it without a cellular connection as well. You may need a VOIP service of some sort.
You need a valid SIM (from your carrier) to make phone calls.
Yes I understand. But I’m able to receive every cal within the same WiFi network what I would like is to make calls also.
